Electricity Industry Licence - Victoria

Description

You will need a licence to engage in any of the following activities:

  • generation of electricity for supply or sale
  • transmission of electricity
  • distribution of electricity
  • sale of electricity (either by retail or through the wholesale market).

It is your responsibility to comply with all legal obligations relevant to your proposed activity.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Exemptions

The agency may grant a trial waiver to a person or body that proposes a new or innovative energy project. A person who is granted a trial waiver is not required to obtain a licence with respect to the activities associated with that project.

Eligibility requirements

To be eligible for a licence, you must:

  • have the technical capability to maintain the licence
  • be financially viable and have access to sufficient financial resources
  • provide sufficient information about the activity proposed to be undertaken and any third parties that may be involved
  • provide a statement addressing how granting you a licence would satisfy the objectives of the commission
  • provide a statutory declaration confirming the accuracy and completeness of all information provided in the application
  • be a fit and proper person.

Ongoing eligibility requirements

If you intend to distribute power through power lines, it is your responsibility to keep those power lines clear of trees.

Once the agency is satisfied that the application is complete it will be published publicly on their website and in The Age for public comment from interested parties. The consultation period generally lasts for four weeks.

Once the consultation period ends the agency will consider your application, including all information provided by you as well as external stakeholders. You will be notified in writing once a decision has been made.
