Harbour Master's Licence - Victoria

Description

You will require this licence if you intend to act as a harbour master. It is a legislative requirement that certain harbours employ a harbour master. All other Victorian harbours have the option to employ a harbour master, but the requirements will most likely vary.

A licensed harbour master is required to:

  • monitor compliance by vessels in certain ports
  • ensure the provision of adequate systems and procedures to ensure safe navigation of vessels including vessel traffic services
  • ensure adequate communications and the publishing and dissemination of information regarding channel lengths, depths and configurations.

To be eligible for this licence, you must:

  • submit an appropriate application and specify the areas of State waters for which the licence is required
  • be a fit and proper person
  • provide evidence that you have a valid current certificate of competency as a Master Class 1 or equivalent
  • provide evidence that you have sufficient qualifying service and experience appropriate to the State or port waters to which the licence will apply
  • pay the prescribed fees.

You will need to submit your written application, fee, and any associated documents directly with the Agency. You will need to attach to your application:

  • a copy of your certification and documents
  • two passport-sized photographs of yourself
  • a written statement from the channel operator, local port manager or waterway manager (as applicable) that supports your application for the licence, and provides other details, as required.
