Major Event Liquor Licence - Victoria

You will need this licence if you intend to hold a large-scale event likely to attract more than 5000 patrons and you intend to sell alcohol. You will also need this licence if, regardless of the number of attendees, your event is likely to have a significant impact such as:

  • requiring significant regulatory enforcement or oversight from government agencies
  • provision and organisation of public transport and emergency services
  • public safety and amenity of the area where the event is held.

It is recommended that you contact the Agency early when planning your event and before you apply for the licence. The Agency will be able to provide you with relevant information to help with obtaining your licence.

Service type

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

The Agency will use the following criteria to determine whether a proposed event would have a significant impact and thus require this licence:

  • the likely number of patrons and the nature of the event (including primary activity and type of entertainment)
  • the location of the event and the proposed date, duration and hours of operation
  • the potential impact on emergency services organisations, public transport, and local government
  • the potential impact on the amenity or public safety of the location and surrounding area in which it is to be conducted
  • the cumulative impact of the grant of other licence applications that relate to the event where the event has been previously conducted
  • any other matter considered relevant.

Your application must be made at least 3 months before the event. Please refer to the application kit and fact sheet for further details.
