Marine Pilot Licence - Victoria


You will require this licence if you intend to operate as a marine pilot. A marine pilot guides ships and vessels through dangerous or congested waters, such as ports, harbours or river mouths. Waters that require a pilot are declared by the State.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence, you must:

  • Have served for a period of not less than 12 months as Master of a vessel within the past 5 years or have held a Pilotage Exemption Certificate for a continuous period of not less than 12 months in respect of the relevant port waters (or equivalent) within the past 5 years; or
  • Have other experience and training which is acceptable to the Agency.

You must also comply with the following:

  • Have a valid Certificate of Competency as Master Class 1 (or equivalent);
  • Apply using the required form; and
  • Pay the prescribed fees.

Ongoing professional training may be required.


It remains in effect until suspended or cancelled.

Application process


Lodge your application, fee, and any associated documents directly with the agency. You will need to attach:

  • A certified copy of Certificate of Competency and Pilot Exempt Certificate (originals will be sighted at the time of the examination);
  • A certificate of Medical Fitness;
  • An Eyesight Certificate;
  • A Record of Qualifying Service to be completed for initial issue of licence;
  • A verification of Port Office visit; and
  • Two passport size photographs signed on reverse by you.
