You will require a permit if you intend to allow the:

direct or indirect flow of irrigation water onto council land
discharge of water, including wastewater, with the exception of stormwater to the legal discharge point, onto council or public land
discharge of water on to any land, including land owned or occupied by you, which might result in a discharge of water onto council land.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
