Permit to Operate Municipal Landfill Servicing Less Than 5000 People - Victoria

Description

You will need this permit to operate a landfill in a municipal area that services less than 5000 people.

This permit includes landfills that receive, discharge or deposit solid waste to land, including industrial waste. It does not allow you to operate landfills that are used solely for the discharge or deposit to land of mining or extractive industry waste.

Ongoing eligibility requirements

Ongoing eligibility requirements include:

  • keeping a copy of the permit at the activity site and be easily accessible
  • notifying the Agency in the event of a discharge that may harm human health or the environment, a malfunction of control measures or any breach of the permit
  • notifying the Agency within 48 hours of any personal detail change or any change to an officer
  • keeping information and monitoring records for five years
  • developing a risk management and monitoring program
  • ensuring the minimising of emission of odours, release of litter and the deterrence of vermin
  • ensuring that surface water is collected and directed away from the landfill.

There are conditions attached to this permit. You must take all reasonable steps:

  • to avoid exceeding the methane gas action specified in legislation
  • to ensure the depth of any leachate in your landfill does not exceed 300mm above the surface.
