Permit to Operate Temporary Plant for On-site Treatment of Industrial Waste - Victoria

Description

You will need this permit if your site operates a temporary plant for on-site treatment of industrial waste generated at the site. This is when the temporary plant is for a maximum cumulative operating time of 12 months, within any three year period.

Exemptions

The requirement to provide a certificate of conformity for sand filter treatment plants does not apply if the application confirms that the proposed sand filter treatment plant will:

  • only treat effluent that has been subject to either primary, or primary and secondary treatment
  • be appropriate for its proposed use on the proposed site
  • have a base and sides made of impermeable material that cannot be punctured
  • operate effectively during normal, intermittent, and peak hydraulic flow and organic load conditions
  • be capable of continued utilisation during breakdown, power failure or maintenance periods for at least 24 hours without posing a risk of harm to human health or the environment
  • have an alarm system with suitable visual or audio (with mute facility) indicators to warn of any failure of the system
  • have inspection and access openings for all chambers brought up to ground level
  • comply with relevant dosage rate specifications.
