Poppy Processing Licence - Victoria

Description

You will require this licence if you intend to process poppy straw for commercial or research purposes. Processing means preparing or treating poppy straw.

A licence for commercial purposes may only be granted for authorised therapeutic use. A commercial licence authorises you to:

  • receive poppy straw from a licensed grower or processor
  • process and possess poppy straw at specified premises
  • transport, sell or supply poppy straw to a person who possesses a Commonwealth licence to manufacture or export.

A licence may be granted for non-therapeutic research purposes. It authorises you to:

  • receive poppy straw from a licensed grower or processor
  • possessing, transport, sell or supply poppy straw to a licensed processor.

An employee of a licence holder is authorised to carry out activities permitted by the licence. The licence holder must give the employee an identification certificate. This certificate must contain following information:

  • the employee's name
  • a clear photograph
  • employee's date of birth
  • expiry date of the Identification Certificate
  • the licence under which the Identification Certificate is given
  • any other prescribed information.

Eligibility requirements

To be eligible for this licence, you must:

  • be a suitable person to hold a licence
  • provide evidence of the commercial activities or research activities you intend to carry out (including evidence that any research activity will be conducted by a person with appropriate scientific training using appropriate methodology)
  • provide a proposed risk management plan
  • provide a copy of a commonwealth licence to manufacture or export (in the case of a commercial licence)
  • provide any other information required by the agency.

The agency will conduct a full investigation of your application and may conduct an inspection of the premises from which you will operate, and may require a recent police record check (National Police Certificate).

Ongoing eligibility requirements

Ongoing requirements include:

  • compliance with a limit on the maximum quantity of alkaloid poppies that you may possess
  • compliance with the risk management plan
  • employing only persons suitable to carry out activities under the licence
  • maintaining satisfactory security and surveillance measures to restrict unauthorised access to poppy straw
  • keeping records and other documents as required by the agency.
