Private Security Business Registration - Victoria


You will require this registration if you intend to operate a business that provides the following types of private security services:

  • security adviser (employed or retained to provide advice in relation to security equipment or security methods or principles)
  • security equipment installer (employed or retained to install, repair, service or maintain security equipment)

Security equipment includes:

  • security camera or audio systems
  • security audio or visual recording systems
  • security alarms and alarm monitoring systems
  • safes and vaults
  • security intrusion detectors including motion, infra-red, microwave or contact detectors
  • electric, electro-mechanical, magnetic, or biometric access control devices, but not including stock, inventory or product loss prevention monitoring devices

Your business must only offer these services through individuals who are licensed to act as security advisers or equipment installers. Registration authorises you to access and collect sensitive information about the personal and security arrangements of your clients.

Eligibility requirements

To be eligible for this registration, you must:

  • be at least eighteen years old
  • be a fit and proper person
  • undergo a National Police Check
  • not be insolvent or under administration
  • not have been declared bankrupt within the preceding five years
  • not have been convicted of an indictable offence within the preceding ten years
  • not have been found guilty of an indictable offence within the preceding five years that was not recorded
  • provide all required information
  • pay the prescribed fees

The registration system focuses on probity and character requirements. The probity requirements for registration involve applicants and associated parties undergoing a criminal history check and ongoing monitoring throughout the lifetime of their registration. Persons with indictable offences may be ineligible to obtain registration.

Application process


Applicants must provide with their applications two written character references from acceptable referees indicating their suitability to hold a private security registration. Attach all copies of supporting documentation to your application and forward it to the agency.


A newspaper advertisement must be placed in a daily circulating Victorian newspaper within seven days of lodging an application for a licence.
