Public Lottery Licence - Victoria

Description

You will require this licence if you intend to conduct a public lottery (a lottery or soccer football pool). There are currently two public lottery licences in place, held by Tattersall's Sweeps Pty Ltd and Intralot Australia Pty Ltd.

The responsible Government Minister may call for registrations of interest in public lottery licences periodically. If the registration of interest meets certain requirements, the application must be referred to the agency for consideration.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence you must:

  • be a person who has a physical place of business in Victoria
  • have registered with the Minister an interest in the grant of a public lottery licence
  • make an application for a public lottery licence to the Minister which must be in the approved form and contain the specified information and documentation as required by the Minister
  • lodge your application in accordance with the procedural requirements specified by the Minister
  • pay the prescribed application fee.

Ongoing eligibility requirements

A public lottery licence must specify the public lottery authorised to be conducted by the licence and may be subject to such conditions as the Minister may impose. The licence may authorise preparatory action to be taken provided such action is not taken more than twelve months before the time the licence takes effect.

A new application is required to the Minister when the licence expires (after ten years) as it is not renewable but the Minister may grant one extension for twelve months on the existing licence. The Minister may require the payment of a tax known as a premium payment in consideration for the licence in an amount determined by the Minister.

Duration

Takes effect at time of issue or as specified in licence and is valid for ten years (unless terminated earlier). May be extended by the Minister once for further twelve months.
