A public lottery licence must specify the public lottery authorised to be conducted by the licence and may be subject to such conditions as the Minister may impose. The licence may authorise preparatory action to be taken provided such action is not taken more than twelve months before the time the licence takes effect.
A new application is required to the Minister when the licence expires (after ten years) as it is not renewable but the Minister may grant one extension for twelve months on the existing licence. The Minister may require the payment of a tax known as a premium payment in consideration for the licence in an amount determined by the Minister.
