Registration of Public Health Business Premises - City of Ballarat - Victoria

Description

You will need to register your premises with your local council if you intend to operate a business that involves any of the following:

  • hairdressing
  • beauty therapies
  • colonic irrigation
  • skin penetration
  • tattooing
  • any other activity deemed to be a public health risk.

Please note that commercial tanning units are banned in Victoria.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

When you are applying for registration, you must include:

  • information on the premises, as requested by the council
  • any additional information requested by the council (such as conditions of registration).

Your eligibility for this registration is based on the following requirements:

  • clean, sanitary and hygienic condition of the premises
  • use of sterile equipment for skin penetration
  • disposal of equipment contaminated with blood
  • personal hygiene of each person who works in the business
  • easy accessibility of handwashing facilities
  • provision of information to clients on the transmission of infectious diseases.

Ongoing eligibility requirements

There are prescribed ongoing requirements in relation to registered premises with respect to cleanliness, inspection of premises and generally safeguarding the health of persons likely to be using those premises. Refer to the Health Guidelines for Personal Care and Body Art Industries for further information, or contact your local council.

Failure to comply with any of these requirements may result in the agency or council refusing to grant or renew the registration of the premises, and the registration may be suspended or revoked.

Duration

Registration generally remains in force until 31 December each year or for the period of twelve months from the date of registration, if specified by the local council. Registration must be renewed at the end of each registration period if the business is to continue operating. Hairdresser and temporary make-up operators are eligible for a one-off registration with the local council (see Changes to Council Registration Requirements for Hairdressing and Make-up Businesses attached below). Temporary registration may be granted for a period of less than twelve months.
