Registration of Rail Infrastructure Manager - Victoria


You will require this registration if you intend to become a rail infrastructure manager of a private siding that will be connected with a railway of an accredited rail transport operator or another private siding. Private sidings are defined as portions of railway tracks that are connected by points to a running line or another siding on which rolling stock can be placed clear of the running line.

You will have a duty to maintain this section of the railway to ensure the safety of your operations.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this registration, you must:

  • provide detailed information about the scope of your intended activities
  • be able to prove that you will be the rail infrastructure manager of the private siding
  • demonstrate that the railway operations you intend to carry out in the private siding, determines that registration rather than accreditation is the appropriate approval
  • comply with all the requirements as prescribed by the national regulations
  • complete the relevant form
  • pay the required fee.

Rail infrastructure managers intending to submit applications are encouraged to contact the Office of the National Rail Safety Regulator to discuss requirements before lodging an application.

Ongoing eligibility requirements

You must immediately report rail incidents to the Office of the National Rail Safety Regulator. A follow up report must come within seventy-two hours of becoming aware of the incident. An incident includes the following:

  • an accident on a railway premises that leads to the death or injury of a person
  • derailment
  • collisions
  • implosions, explosions, fires or other occurrence that results in significant property damage.
