Bingo Centre Operator's Licence - Victoria

Description

You will require this licence if you intend to run a bingo centre. A bingo centre is any place where sessions of bingo are regularly conducted on a commercial basis (more than seven times in a seven day period). The licence authorises the holder to perform all functions necessary for carrying on the activities associated with the operation of a bingo centre.

You cannot apply for this licence if you are a venue operator, gaming operator or casino operator in Victoria or elsewhere in Australia, or an associate of a venue operator or gaming operator.

A wagering and betting licensee may, by notice to the Commission, appoint as operator a company that is whole-owned subsidiary by the licensee, has a physical place of business in Victoria and is approved by the Commission.

Community or charitable organisations do not require a licence to hold bingo sessions on a non-profit basis.

Eligibility Requirements

To be eligible for this licence you must:

  • not already be a venue operator, gaming operator or casino operator in Victoria or elsewhere in Australia, or an associate of a venue operator or gaming operator
  • be at least 18 years old if applying as an individual
  • if applying on behalf of an organisation, nominate a natural person to be responsible for the bingo centre
  • provide a Responsible Gambling Code of Conduct that you intend to implement if the licence is granted.

Within 14 days of applying for a licence you must:

  • send a copy of the application to the relevant planning authority (usually the local council)
  • publish a notice in a newspaper circulating in the area and generally in Victoria containing the prescribed information and a statement that any person may object to the grant of the licence and specifying the grounds for objection.

Approval is at the discretion of the Agency. When deciding whether to approve your application, the Agency will take into account a range of matters including:

  • the reputation of you and your associates
  • the suitability of officers and persons who are involved in the administration, management or ownership of your business
  • the suitability of your premises
  • whether your Responsible Gambling Code of Conduct complies with the Agency's requirements
  • the financial background of you and your associates
  • whether your proposed security arrangements are adequate.

Ongoing Eligibility Requirements

A bingo centre operators licence is not transferable to any other person or bingo centre. Ongoing compliance requirements include::

  • a full and accurate statement of all sessions of bingo conducted at the bingo centre during the financial year must be sent to the agency in 1 October each year
  • compliance with rules made by the agency
  • compliance with the applicable local planning scheme, including obtaining planning approval if required.

A licensee may apply for approval to vary the rules applying to the organisation.
