You will need this approval if you intend to keep or sell rats at your premises (including at a pet shop). All live rats must be under the effective control of a person or be locked in a cage.
A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
Universities, schools and hospitals are exempt from requiring this approval if they intend to keep a rat on the premises for medical or scientific purposes.
