You will require this authorisation if you intend to sell, transport, manufacture or import from interstate or overseas an explosive that has not yet been authorised. Any explosives used in Western Australia must be authorised. New formulations of previously authorised explosives require a new authorisation.
Some explosives do not require authorisation. They include:
- model rocket motors
- marine distress flares and signals
- explosives specifically designed and marketed for use in petroleum and geothermal operations for the purpose of well perforation of seismic exploration.
To obtain authorisation for an explosive, you must be able to demonstrate a legitimate need for the explosive and that it can be safely handled, stored and transported by suitably licensed people. The explosive composition, physical properties, stability, sensitivity, velocity of detonation, gases evolved, intended use are all taken into consideration before authorisation.
