You will require this licence if you intend to drive a vehicle that transports a bulk controlled waste on a road in Western Australia. If you intend to operate a business that transports bulk controlled waste or packaged controlled waste, you will require a separate carrier licence.
Bulk controlled waste is a controlled waste that is transported in a tank which is on, attached to or part of a vehicle. Controlled waste is all waste produced by, or as a result of:

- a medical, nursing, dental, veterinary, pharmaceutical or other related activity
- activities carried out on or at a laboratory
- an apparatus for the treatment of sewage.
Controlled waste includes asbestos, clinical or related waste, tyres and waste that has been immobilised or encapsulated.
Please note that the owner of tanks transporting bulk controlled waste will be required to apply for a separate controlled waste vehicle licence for each vehicle and / or tank used to transport controlled waste.
