to keep more than 3 cats on any single dwelling or grouped dwelling premises to a maximum of six (6)
to keep more than 2 cats on any multiple dwelling property to a maximum of six (6).

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
