You will need this licence if you intend manufacture authorised explosives. Authorised explosives are explosives that have been deemed as being fit for the purpose of damaging, destroying or demolishing anything. Your licence will authorise you to manufacture particular products at a specific site.
You may not need this licence if you intend to manufacture only ammunition by filling cartridge cases with ammunition propellant and you hold a licence to possess ammunition. You may also not need this licence for the manufacture of some explosives if you already hold a shotfirers, or fireworks licences.
Approval may be dependent on the location of proposed factory, the type of explosives to be manufactured, authorisation of the explosives and local council approval. Special provisions apply to dangerous goods sites that are classified as major hazards facilities (MHF).
Please note that the Agency recommends the use of an accredited dangerous goods consultant to prepare and submit your application.
