Explosives Manufacture Licence - Western Australia


You will require this licence if you intend manufacture authorised explosives. Authorised explosives are explosives that have been deemed as being fit for the purpose of damaging, destroying or demolishing anything. Your licence will authorise you to manufacture particular products at a specific site.

You may not require this licence if you intend to manufacture only ammunition by filling cartridge cases with ammunition propellant and you hold a licence to possess ammunition. You may also not require this licence for the manufacture of some explosives if you already hold a shotfirers, or fireworks licences.

Approval may be dependent on the location of proposed factory, the type of explosives to be manufactured, authorisation of the explosives and local council approval. Special provisions apply to dangerous goods sites that are classified as major hazards facilities (MHF).

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence you must:

  • demonstrate a legitimate need for the explosives and that they will be safely handled, stored and transported by suitably licensed people
  • be 18 years of age or older
  • hold a current WA Dangerous Goods Security Card
  • demonstrate the ability to conduct a business that involves the manufacture of explosives
  • have developed and be able to apply an Explosive Management Plan (EMP) including a security plan
  • provide details of the location of the proposed factory, type of explosives to be manufactured and quantity involved
  • submit the required application form
  • pay the relevant fees.

If you are applying on behalf of a body corporate or partnership, your application must include evidence of one individual who is involved in the management of, or employed by the body, who holds a current WA Dangerous Goods Security Card or mutually recognised security clearance, and is responsible for the safety and security of the explosives covered by the licence.
