Explosives Manufacture (Mobile Processing Unit) Licence - Western Australia

Description

You will need this licence if you intend to:

  • transport the constituents of bulk ammonium nitrate (AN) based explosives in a mobile processing unit (MPU) on a road or a mine
  • manufacture explosives in a MPU.

Bulk AN-based explosives consist mainly of ammonium nitrate, which are not packaged in the form of a cartridge, plug or stick.

There is no limit on the number of MPUs that may be included for this licence, although each vehicle must be a complying MPU.

The agency strongly advises you to contact an approved consultant and work with them to have your application developed.

Eligibility requirements

To be eligible for this licence you must:

  • be at least 21 years old
  • hold a current WA dangerous goods security card (DGSC)
  • demonstrate the conduct of a business that involves the operation of explosives mixing vehicles
  • have developed and can apply an explosive management plan, including a security plan.

If you intend to apply as a partnership or company, you will need to have at least one appointed officer who must:

  • be at least 21 years old
  • be competent to safely engage in the activities authorised by the licence
  • be competent to keep any explosive possessed under the licence secure
  • hold a current DGSC.
