You may need approval if you intend to film on public land.

Types of filming activities that may require a permit or approval include recording for commercial and non-commercial purposes:

Some areas within the City fall under the jurisdiction of the Department of Biodiversity, Conservation and Attractions (DBCA) and you may need to make a separate application the the Department of Biodiversity, Conservation and Attractions website.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

You will need to ensure you hold a public liability insurance policy with a minimum coverage of $10 million.
