Gaming Function Permit (Cards and Dice) - Western Australia


You will require this permit if you intend to raise funds by conducting gaming functions with card and dice games. A gaming function permit may be issued to charitable, social, sporting and community based organisations, subject to the requirement that the gaming is not conducted or promoted for the purposes of private gain or commercial undertaking.

Under a gaming function permit, the following games may be conducted:

  • Crown and Anchor, Unders and Overs, Money Game, Beat the Banker, Horse Race, In Between, Joker Seven, Go to the Races, Cartes Chevaux, Dicette, Triple Dice (which may be played against the house)
  • Manila and Poker played with cards (including tournament style poker).

With the exception of two-up and poker with cards, any game approved to be played in casino complexes, (e.g. blackjack, roulette, baccarat, keno and craps) are prohibited.

Eligibility requirements

To be eligible for this permit you must:

  • be a charitable, social, sporting or community based organisation
  • provide any information required by the Agency, including details of the proposed facilities, relevant experience in conducting gaming, details of gaming equipment and the object for which the moneys raised is to be used
  • if you are applying on behalf of an organisation, nominate a person to be responsible for the conduct of the gaming
  • submit a copy of your organisation's constitution or governing rules (if it is your first application)
  • be over the age of 18 years
  • not be a licensed gaming supplier or operator
  • submit the required form
  • pay the required fees.

Lodgement process


Applications must be lodged no later than the 7th day of the month preceding the month the function is to take place.

Approval time

Applications must be lodged at least 14 days before the proposed function / activity.
