On-Demand Booking Service Authorisation - Western Australia

Description

You will need this authorisation if you intend to take or facilitate bookings for an on-demand passenger transport service.

This means you intend to be either a provider who takes or communicates passenger requests for an on-demand trip to connect the customer with a vehicle and driver, or a driver who makes arrangements directly with the passenger for an on-demand trip. This authorisation extends to drivers who facilitate the bookings they complete themselves.

Some examples of on-demand booking services include:

  • ride-sourcing companies that take bookings via an app
  • taxi dispatch services
  • taxis doing rank or hail work or private bookings
  • individuals or companies that take bookings for premium charter vehicles or bus charters
  • limousine operators taking bookings for school balls or other occasions
  • tourism operators that offer bespoke tours where the customer determines the itinerary and times.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this authorisation you must:

  • have an Australian Business Number (ABN)
  • know the maximum number of vehicles intended to be covered by the authorisation
  • list a business name or logo that meets vehicle signage and sticker requirements
  • become a client of DTMI and be issued a DoTDirect account
  • provide confirmation of your business structure.

You must also nominate a responsible officer when applying for an ODBS authorisation using DoTDirect. Your nomination must include:

  • a completed Statement of Authority for Nomination of Responsible Officer form
  • a National Police Certificate (less than 3 months old at time of nomination)
  • proof of identity and residency - all responsible officers must reside in Australia and at least one must reside in Western Australia.

Ongoing eligibility requirements

To comply with the requirements of this authorisation, you must continue to:

  • prepare and maintain a safety management system
  • keep records on drivers, vehicles and services provided (including where and when transport was given)
  • provide a complaint resolution procedure
  • keep records of customer complaints.
