Passenger Transport Vehicle Authorisation - Western Australia

Description

You will need this authorisation if you intend to operate a vehicle to provide a passenger transport services. This allows for the movement of passengers for hire or reward within the 4 following categories:

  • On-demand rank or hail
  • On-demand charter
  • Regular passenger transport
  • Tourism passenger transport

Authorisation may be issued for more than one category. However, you cannot hold both a rank and hail and charter authorisation. A rank and hail authorisation will allow for both rank and hail services and charter transport.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this authorisation (all categories) you will need:

  • proof of vehicle registration and a current vehicle licence
  • a current certificate of inspection (dated within the last 3 months)
  • proof of third party and appropriate Motor Injury Insurance.

All categories of this authorisation must be linked to a vehicle. The person who is granted the authorisation should therefore be the person who is responsible for the day-to-day operation of the vehicle.

To operate as an authorised passenger transport vehicle in the on-demand rank or hail category, the vehicle must have:

  • a working fare calculation device (meter)
  • a roof light and roof sign that are clearly visible in daylight
  • external livery
  • a camera surveillance unit
  • interior signage to advise customers that a camera surveillance unit is installed
  • taxi plates
  • interior displays must list the authorisation numbers, contact information, and fare schedule of the on-demand booking service.

To apply for a this authorisation in the charter vehicle category, the vehicle have:

  • prominent livery or a sign in the left of the rear window stating the on-demand booking service the vehicle is operating under
  • interior signage to advise customers that a camera surveillance unit is installed (if applicable).

Vehicles authorised for regular passenger transport or tourism passenger transport are not required to have any specific equipment or markings. However, a vehicle in either of these categories must be associated with an authorised regular passenger transport service provider.

Ongoing eligibility requirements

All authorised passenger transport vehicles must undergo annual inspections.
