Pilotage Exemption Certificate - Western Australia

Description

You will need this certificate if you intend to operate a vessel as its master within a port without using pilotage services. Pilotage services involve approved pilots guiding vessels in and out of ports safely. Pilotage services are compulsory for all vessels of 150 gross tonnes in ports operated by a port authority unless you hold this exemption certificate.

There are five port authorities:

  • Fremantle Port Authority (Port of Fremantle)
  • Kimberley Ports Authority (Port of Broome, Wyndham, Derby and Yampi Sound)
  • Mid West Ports Authority (Port of Geraldton)
  • Pilbara Ports Authority (ports of Ashburton, Dampier, Port Hedland and Varanus Island)
  • Southern Ports Authority (ports of Albany, Bunbury and Esperance).

In the Port of Fremantle, certificates of local knowledge also exempt operation of vessels without use of pilotage services.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this exemption you must:

  • be an Australian Permanent Resident or a New Zealand Citizen who is entitled to reside and work in Australia
  • hold the appropriate certificate of competency or other qualifications to satisfy the port authority
  • meet the medical fitness requirements which includes having satisfactory hearing, sight and colour vision and being free from any disease likely to render you unfit as a pilot or likely to endanger the health of others
  • have in the last 12 months been the master or first mate of a vessel where a pilot or exempt master has on at least an approved number of occasions moved the vessel into and out of the port.

If you were the first mate during vessel pilotage, you must have been on duty on the bridge on each occasion the vessel was piloted to be eligible for this certificate.
