Security Sensitive Ammonium Nitrate Fertiliser Licence - Western Australia


You will need this licence if you are a primary producer and you intend to purchase, transport, store, handle or use a security sensitive ammonium nitrate (SSAN) based fertiliser. An SSAN is a substance that contains more that 45% ammonium nitrate unless it is an explosive or an aqueous solution.

This licence will not be issued for products containing more than 45% ammonium nitrate in solid form where the purpose is for household use or the fertilisation of recreational grounds such as sports grounds, parks and gardens. If you intend to transport large amounts of fertiliser (more than 3 tonnes in containers or 500 kilograms in bulk) you will instead need a dangerous goods transport licence.

The Agency recommends the use of an accredited dangerous goods consultant to prepare and submit your application.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence you must:

  • be at least 21 years old
  • provide evidence of your identity
  • hold a current Dangerous Goods Security Card (DGSC)
  • demonstrate a satisfactory level of experience, knowledge and competency in the safe handling, storage and security of the fertiliser
  • have completed a security plan for SSAN fertiliser use
  • provide documentation to prove that the business genuinely requires the possession of the SSAN for use as a fertiliser in primary production.

If you are applying as a body corporate or partnership you must also:

  • ensure persons who will have unsupervised access to the SSAN possess a Western Australian DGSC and authorised as secure employees
  • provide evidence that at least one individual who is concerned in the management of, or employed by the body or partnership, holds a current DGSC or mutually recognised security clearance, and is responsible for the safety and security of the security risk substances covered by the licence
  • provide evidence of the existence of the body corporate or a partnership, including statutory declarations from all partners.
