Security Sensitive Ammonium Nitrate Fertiliser Licence - Western Australia


You will require this licence if you are a primary producer and you intend to purchase, transport, store, handle or use a security sensitive ammonium nitrate (SSAN) based fertiliser. An SSAN is a substance that contains more that 45% ammonium nitrate unless it is an explosive or an aqueous solution.

Please note that this licence will not be issued for products containing more than 45% ammonium nitrate in solid form where the purpose is for household use or the fertilisation of recreational grounds such as sports grounds, parks and gardens. If you intend to transport large amounts of fertiliser (more than 3 tonnes in containers or 500 kilograms in bulk) you will instead require a dangerous goods transport licence. Please note that the Agency recommends the use of an accredited dangerous goods consultant to prepare and submit your application.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence you must:

  • be 21 years of age or over
  • hold a current Dangerous Goods Security Card
  • demonstrate a satisfactory level of experience, knowledge and competency in the safe handling, storage and security of the fertiliser
  • have made adequate arrangements for the safe and secure handling and storage of the fertiliser
  • provide documentation to prove that the business genuinely requires the possession of the SSAN for use as a fertiliser in primary production
  • submit the required form
  • pay the required fees.

An application for this licence by a body corporate or partnership must nominate an authorised person who will be responsible for the safety and security of the SSAN possessed under the licence. This person must hold a current Dangerous Goods Security Card, or mutually recognised security clearance, and be involved in the management of, or employed by, the body or partnership.
