Security Sensitive Ammonium Nitrate Import / Export Licence - Western Australia

Description

You will need this licence if you intend to:

  • import or export security sensitive ammonium nitrate (SSAN)
  • supply SSAN to others who are authorised to possess it.

SSAN is any substance that contains more than 45% ammonium nitrate unless it is an:

  • explosive
  • aqueous solution.

An import or export notice must also be lodged with the agency at least seven days before the consignment of SSAN coming in from or going overseas. The agency recommends the use of an accredited dangerous goods consultant to prepare and submit your application.

Eligibility requirements

To be eligible for this licence you must:

  • meet the age requirement
  • hold a current WA dangerous goods security card (DGSC)
  • demonstrate a satisfactory level of experience, knowledge and competency in safe handling and storage of SSAN
  • have made adequate arrangements for the safe and secure handling and storage of the SSAN
  • ensure persons who will have unsupervised access to the explosives possess a DGSC and are authorised as secure nominee
  • ensure that only authorised persons are supplied with explosives
  • have developed and can apply a security plan
  • have a legitimate purpose for needing this licence.

If you intend to apply as a partnership or company, you will need to have at least one qualified officer who must:

  • be at least 21 years old
  • be competent to keep any SSAN possessed under the licence secure
  • hold a current DGSC.
