Security Sensitive Ammonium Nitrate Manufacture Licence - Western Australia


You will require this licence if you intend to manufacture security sensitive ammonium nitrate (SSAN). A SSAN is a substance that contains more that 45% ammonium nitrate unless it is an explosive or an aqueous solution. Manufacturing includes making the SSAN wholly or partly from another SSAN and packaging a SSAN.

You will not require this licence if you:

  • are a secure employee of the holder of an SSAN Manufacture licence
  • control or manage a commercial laboratory, or are employed in a commercial laboratory and you intend to manufacture the SSAN for analytical or research purposes, and there is not more than 3kg of any SSAN in the laboratory
  • are employed by an educational institution, government organisation, or are a student at an educational institution and you intend to manufacture the SSAN for educational or research purposes and there is no more than 3kg of any SSAN in the laboratory.

This licence will also authorise you to store a limited quantity of SSAN and supply it to other people who are authorised to possess it. You will require additional licences if you intend to transport, import or export SSAN. Please note that the Agency recommends the use of an accredited dangerous goods consultant to prepare and submit your application.

Eligibility requirements

To be eligible for this licence you must:

  • be 21 years of age or over
  • hold a current Dangerous Goods Security Card
  • demonstrate a satisfactory level of experience, knowledge and competency in the safe handling, storage and security of the SSAN
  • have developed and be able to apply a security plan
  • submit the required forms
  • pay the required fee.

If you are applying as a body corporate or partnership the application must include, in addition to documentation detailed above, the following:

  • evidence of one individual who is concerned in the management of, or employed by the body or partnership, holds a current Dangerous Goods Security Card, and is responsible for the safety and security of the security risk substances covered by the licence; and
  • evidence of the existence of the body corporate or a partnership, including statutory declarations from all partners.
