Security Sensitive Ammonium Nitrate Storage Licence - Western Australia


You are required to hold this licence if you intend to store security sensitive ammonium nitrate (SSAN) in bulk or in packages and when you hold a security sensitive ammonium nitrate manufacture licence. A SSAN is a substance that contains more that 45% ammonium nitrate, unless it is an explosive or an aqueous solution.

This licence is not required if you

  • hold a Shotfiring Licence that relates to the SSAN and you store no more than 100kg of the SSAN
  • hold an Explosive Storage Licence
  • hold a SSAN Transport Licence
  • hold an SSAN Fertiliser Licence (only for small amounts of SSAN)
  • are an employee of the holder of a relevant licence
  • control and manage a commercial laboratory, or are employed by a commercial laboratory and you intend to store the SSAN for analytical or research purposes and there is not more than 3kg of any SSAN in the laboratory
  • operate, or are employed by, an educational institution and intend to store no more than 3kg of any SSAN in a laboratory for analytical, education or research purposes.

Eligibility requirements

To be eligible for this licence you must:

  • be 21 years of age or over
  • hold a current Dangerous Goods Security Card
  • demonstrate a satisfactory level of experience, knowledge and competency in the safe handling, storage and security of the SSAN
  • have developed and be able to apply a security plan
  • complete the required form
  • pay the required fee.

If you are applying as a body corporate or partnership the application must include, in addition to documentation detailed above:

  • evidence of one individual who is concerned in the management of, or employed by the body or partnership, holds a current Western Australian Dangerous Goods Security Card or mutually recognised security clearance, and is responsible for the safety and security of the security risk substances covered by the licence
  • evidence of the existence of the body corporate or a partnership, including statutory declarations from all partners.
