Security Sensitive Ammonium Nitrate Supply Licence - Western Australia


You will need this licence if you intend to supply security sensitive ammonium nitrate (SSAN). A SSAN is a substance that contains more that 45% ammonium nitrate, unless it is an explosive or an aqueous solution. This licence will authorise you to possess a SSAN and provide it to others who are also authorised to possess it.

You are not need to hold this licence if you:

  • supply SSAN under an import / export, manufacture, storage or transport licence
  • work in commercial laboratories and use the SSAN for legitimate analytical or research work and the total quantity involved is less than 3kg
  • work in an educational institution or government organisation and use the SSAN for legitimate analytical, educational or research purposes and the quantity involved is less than 3kg.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence you must:

  • be at least 21 years of age
  • provide evidence of identity
  • hold a current Dangerous Goods Security Card (DGSC)
  • demonstrate a satisfactory level of experience, knowledge and competency in the safe handling, storage and security of the SSAN
  • have completed a security plan for the storage of SSAN.
If you are applying as a body corporate or partnership you must also:
  • ensure persons who will have unsupervised access to the SSAN possess a Western Australian DGSC and authorised as secure employees
  • provide evidence that at least one individual who is concerned in the management of, or employed by the body or partnership, holds a current DGSC or mutually recognised security clearance, and is responsible for the safety and security of the security risk substances covered by the licence
  • provide evidence of the existence of the body corporate or a partnership, including statutory declarations from all partners.
