Special Berth Declaration - Western Australia

Description

You will need this declaration if you intend to operate a special berth for the unloading of explosives and substances containing ammonium nitrate or calcium hypochlorite in amounts exceeding 30 tonnes.

An application may only be lodged by the harbour master of the port or the berth operator of the berth.

Eligibility requirements

To be eligible for this declaration you must:

  • be the harbour master of the relevant port, or the berth operator of the relevant berth
  • provide a risk assessment plan
  • specify the maximum quantity of the explosion risk goods that will be at the berth and on any vessel at the berth.

Lodgement process

Lodge

The completed application must be signed by the authorised person and lodged with:

  • an aerial photo of the berth and its surroundings on which are marked concentric circles with radii of 500 m, 1,000 m and 2,000 m from the centre of the berth
  • a risk assessment of the berth
  • an implementation plan
  • an emergency plan.
