Standard Lottery Permit - Western Australia


You will require this permit if you intend to fundraise using a standard lottery. A standard lottery is any system in which prizes are distributed by chance, other than a continuing lottery. The most common forms of standard lottery are a raffle or calcutta.

You will not require this permit if the total prize pool is less than $200 and your event is:

  • a guessing competition or any other competition in which success does not depend to a substantial degree on the exercise of skill
  • a number game based on sporting achievements of a public nature
  • a raffle, chocolate wheel, art union or other scheme or device for the disposition of property.

You may use a lottery to raise money if you are a charitable group, community-based organisation or sporting body.

Please note that conducting a standard lottery for private gain or as a commercial undertaking is prohibited. If you intend to donate money raised to a charity or other community organisation, that charity or community organisation will also have to advise the Agency on what the use of funds will be and confirm that they will not be used for private gain or commercial undertaking.

Eligibility requirements

To be eligible for this permit you must:

  • provide details for your lottery, including the purpose for which it is conducted, the proposed dates, number of tickets, price of tickets, and amount of prize money on offer
  • submit the required forms
  • pay the required fees.

If a prize with a value over $20,000 will be included in a lottery, a bank guarantee or security deposit must be provided.
