Waste Collection Permit - Western Australia

Description

You will need this permit if you intend to operate a waste collection service in areas where the local council do not provide this service. Waste includes any liquid, solid, gaseous or radioactive substance which is discharged into the environment.

Waste collection service involves the:

  • collection, transport, storage, treatment, recycling or disposal of waste
  • provision of receptacles for the temporary deposit of waste
  • provision and management of waste facilities, machinery for the disposal of waste and processes for dealing with waste.

This permit is only needed for the collection of local government waste where local councils do not provide a similar collection service or a particular part of a district where the council does not undertake waste collection.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this permit you must:

  • specify how the waste will be collected and then dealt with
  • state the proposed mechanisms and fees for the waste service
  • provide details of the impact of the proposed waste service on existing waste services in the local government district
  • provide details of the extent you propose to use local government district waste resources such as plant, equipment and staff
  • state how you propose to meet the standards set by the agency for waste services and the frequency of the waste service.

The agency must be satisfied that the collection of waste by the local government is not provided or that the service provided by the local government is inadequate and needs a business to carry out waste collection in the particular district.

Ongoing eligibility requirements

You will have to report waste and recycling data annually.
