You need authority to conduct a raffle or lottery (an art union) to raise funds for a non-profit organisation. An art union is a lottery where the total value of prizes exceeds $30,000. Prizes are distributed by a draw of tickets or marbles from a barrel or other receptacle, or by an electronic device.
