Packaged Liquor Licence - New South Wales

Description

You will require this licence if you intend to sell alcohol to the public in sealed containers for consumption off your premises.

This licence is required for retail and wholesale through bottle shops, home delivery, mail order or the internet for consumption off your premises. This licence includes the conduct of tastings on your premises (for example, in a bottle shop). Tasting refers to sampling a small amount of a product for the purpose of deciding whether to purchase a larger quality of the product to take away for consumption off the premises.

Please be aware that there is a liquor licensing freeze that applies to certain types of liquor licences and trading authorisations for premises in prescribed freeze precincts in the City of Sydney local government area.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence, you must:

  • be 18 years old or over
  • be a fit and proper person to carry on the liquor business
  • ensure your premises and facilities meet standards and requirements specified under the Act
  • prepare a community impact statement and lodge this with the required application form
  • provide a plan of the proposed premises
  • provide a copy of the local Council's development consent of approval for the packaged liquor premises (if approved)
  • undergo a police check and provide the certificate (if you are applying as an individual)
  • provide a copy of your Responsible Service of Alcohol (RSA) certificate or competency card (if you are applying as an individual)
  • submit the relevant forms
  • pay any required fees.

Please be aware that you can apply as an individual or a corporation. If you are applying as a corporation you must have an appointed manager that has been approved by the Authority. This is a separate application process.

You are advised that all staff must attend any required training for the purposes of the licence as specified by the Authority, including a Responsible Service of Alcohol (RSA) course by a registered training organisation.

Applications will generally be assessed within five months of lodgement.

Additional information

Standard trading hours will apply (5.00am to midnight Monday to Saturday, and 10.00am to 10.00pm on Sunday) but you can apply to extend trading hours. All new licences and some variations to licences (for example, to extend trading hours) will be required to complete a community impact statement. This statement will ensure local stakeholders have the opportunity to voice any concerns.
