Licence to Manufacture Explosives and / or Security Sensitive Dangerous Substances - New South Wales

Description

You will need this licence if you intend to manufacture explosives and / or security sensitive dangerous substances. Security sensitive dangerous substances currently refer to ammonium nitrate substances. Explosives include:

  • Class 1 dangerous goods
  • goods too dangerous to be transported
  • articles or substances that, when manufactured, mixed, transported or assembled, can produce an explosive or pyrotechnic effect.

This licence allows you to:

  • manufacture explosives or explosive precursors at the premises
  • supply or receive explosives or explosive precursors (including importing and exporting)
  • purchase or posses explosives or explosive precursors for manufacture
  • posses explosives or explosive precursors manufactured under the licence
  • dispose of explosives or explosive precursors
  • store explosives or explosive precursors at the premises
  • transport and manufacture explosives as a mobile processing unit (if applicable).

Eligibility requirements

To be eligible for this licence, you must:

  • be at least 18 years old
  • hold a current security clearance
  • have necessary qualifications, knowledge and experience to hold this licence
  • have a legitimate reason for handling explosives and / or security sensitive dangerous substances
  • ensure the safe and secure handling and storage of explosives and / or security sensitive dangerous substances
  • ensure you only supply to people authorised to receive dangerous goods and / or security sensitive dangerous substances.

If you are applying as a corporation, you must nominate at least one individual who will be responsible for the activities to be authorised by the licence.
